Who can participate? 


These training programs are designed for salaried employees.


What is FUNDAE?

FUNDAE (State Foundation for Training in Employment) is a public-sector entity that manages and coordinates funding for vocational training in Spain. These financial resources, administered on behalf of SEPE (State Public Employment Service), are derived from the vocational training contributions collected by Social Security as well as direct allocations from SEPE itself.

All FUNDAE operations are conducted under the direct supervision of the Ministry of Labour and Social Economy (MTES). This structure ensures that fund management remains transparent, efficient, and aligned with the system's core mission: enhancing business productivity and workforce qualifications while providing access to high-quality lifelong learning.

TARGET GROUPS

In this training call, priority has been given to the following target groups.

If you belong to any of these groups, this course is designed for you:

  • Women.
  • Workers affected by Temporary Layoff Plans (ERTE).
  • Workers affected by the activation of the RED Mechanism.
  • Youth under 30 years of age.
  • People over 45 years of age.
  • People with disabilities.
  • Low-skilled workers (Social Security contribution groups 6, 7, 9, or 10).
  • Part-time employees.
  • Employees on fixed-term / temporary contracts.
  • Long-term unemployed individuals.
  • Small and Medium-sized Enterprise (SME) employees. 
  • All priority groups recognized under Article 50 of Employment Law 3/2023, of February 28.

2nd National Call for Applications 2024 for National Training Programs, Targeted Primarily at Employed Workers (2025 Amendment) ​

Vocational training for active employees is essential to guaranteeing their right to lifelong learning. It enhances professional skills, builds clear employment and learning pathways, and fosters personal and career development—ultimately improving prospects for stable, high-quality employment.

Likewise, training is crucial for the advancement of key economic sectors and for boosting business competitiveness and productivity, as corporate growth is directly linked to a highly skilled workforce.

Through social dialogue with business and trade union representatives, public administrations promote and strengthen training in both technical-professional and cross-cutting skills across all sectors. This ensures Spain's business community remains a benchmark for quality and competitiveness in the global marketplace.

To this end, the State Public Employment Service (SEPE) is tasked with managing employment and vocational training programs budgeted under its authority. SEPE holds direct competence over subsidised training offers for active workers when these training actions are listed in the SEPE Official Course Catalogue. Meanwhile, the State Foundation for Training in Employment (FUNDAE, www.fundae.es) is responsible for the comprehensive management and oversight of the training plan.
